New Delhi: The Supreme Court on Wednesday slammed the National Council of Teachers Education (NCTE) for its failure to regulate private colleges imparting teacher training courses and said it had no right to exist.

The virtual censure of the NCTE came when its member secretary Hasib Ahmed told the court that the regulator has imposed a complete ban on giving any further recognition to private institutions.

“There is a difference between regulation and prohibition,” the court said.

“Ban means that your regulatory authority has failed. It is a poor commentary on you. You should not exist,” said Justice G.S. Singhvi and Justice Asok Kumar Ganguly.

The court said that agencies regulating education, be it in any field, were in such a situation because they were packed with retired bureaucrats who have no idea of promoting education.
The court asked Ahmed how many retired bureaucrats were there in NCTE.

The court said that it was “only in India and nowhere in the world” that retired bureaucrats adorn agencies created for regulating education. IANS

காமன்வெல்த் போட்டி உருப்படாது என்று ஆரம்பத்திலேயே வாய் வைத்து விட்டார் அய்யர். இதற்காக அவரை கடுமையாக சாடினார் சுரேஷ் கல்மாடி. ஆனால் இன்று கல்மாடி தலையை சகட்டு மேனிக்கு உருட்டிக் கொண்டிருக்கின்றனர். அந்த அளவுக்கு சொதப்பித் தள்ளி விட்டார் கல்மாடி.

மறுபக்கம் அய்யரோ, நான்தான் அன்றே சொன்னேனே. இத்தனை ஆயிரம் கோடி ரூபாய்களை வீணாக செலவழிக்கும் செயல் மனதுக்கு வேதனை தருகிறது என்று கூறியிருந்தார்.

மேலும் கடந்த மாதம் சசி தரூரின் 3வது திருமணத்திற்காக கேரளா வந்திருந்த அவர் செய்தியாளர்களிடம் பேசுகையில், காமன்வெல்த் போட்டியை நான் பார்க்க மாட்டேன். அதை விரும்பவில்லை. அந்த சமயத்தில் நான் வெளிநாடு போய் விடுவேன் என்றார்.

West African teachers move “beyond talk, chalk and board”

West African teachers have a lot to say on the subject of teacher development. And their voices were heard throughout the week of August 13 at the West Africa Teachers’ Conference in Ghana.

More than a hundred teachers from Nigeria, Ghana, Liberia and Benin gathered in Accra at the Ghana National Association of Teachers Conference Hall to present papers and exchange ideas on the conference theme: “Teacher Professional Development in the 21st Century.” The event was hosted by Teachers Without Borders and the National Africa Foundation.

The attendees represented 50 different schools, organizations, and institutions in the region, including the Ghana Ministry of Education, the Ghana National Association of Teachers, the Teachers Registration Council of Nigeria, and 33 institutions of higher learning.

Dr. Emmauel Oniyama, from the College of Education in Warri, Nigeria, presented a paper titled Teacher Development in the 21st century: Beyond talk, chalk and board.

According to Dr. Oniyama, “Modern day teaching and learning has gone beyond the regular class system where students gather and are taught by a teacher. Learning and/or education now takes place with the use of information and communication systems or technologies.” He therefore proposes that African teachers enhance their lessons with the internet, libraries, Power Point and independent learning.

Dr. Oniyama was just one of many teachers advocating for African education to move “beyond talk, chalk and board.” A total of 56 papers were presented, covering a broad spectrum of topics, including: teacher training; assessment in schools; use of technology; curriculum development; and managing student behaviour.

The attendees also participated in workshops on TWB’s Certificate of Teaching Mastery and the Millennium Development Ambassadors’ Program.

By the end of the week, 19 Millennium Development Ambassadors were appointed and TWB’s Africa Regional Coordinator, Raphael Ogar Oko, was asked to run two more workshops in Ghana this month.

South Carolina Legislature Takes on Teacher-Student Relationships

Recently, the South Carolina House and Senate approved a measure that addresses student-teacher relationships.

September 18, 2010 /24-7PressRelease/ — According to the State Department of Education, there are over 50,000 public school teachers in South Carolina. Most are inspiring professionals who do their best to educate their students and help them develop. However, the state has experienced several incidents over the past few years in which teachers have sexually abused or had inappropriate relationships with students.

In May, a South Aiken teacher was required to give up his teaching license as punishment for having an inappropriate relationship with a 15 year-old student. In June, a seventh grade teacher was arrested for having a sexual relationship with one of his students, and in July, a teacher from Clinton was arrested on similar allegations.

Legislative Action

Prompted by these and other cases of abuse by educators, legislators have taken a more aggressive approach. Recently, the South Carolina House and Senate approved a measure that addresses student-teacher relationships. According to the bill, it is a felony for an employee of a school to have sexual contact with a student who is 16 or 17 years old.

If the school employee, which can include teachers, administrators, substitute teachers and coaches among others, has sexual contact with a student who is 18 years of age, that employee is guilty of a misdemeanor and can be fined up to $500 and spend up to 30 days in jail.

This law would make it either a felony or misdemeanor, depending on the student’s age, to have sexual contact with a student, even if that student is capable of consenting to the contact. The age of consent in South Carolina is 16 years old.

Teacher Misconduct a Nationwide Problem

In 2007, the Associated Press conducted a study examining incidents of teacher misconduct in 50 states and the District of Columbia. Examining reports from 2001 to 2005, the AP found over 2,500 cases where educators had their teaching credentials revoked or sanctioned due to sexual misconduct or allegations of misconduct.

Nearly 90 percent of these offenders were male and there were multiple victims in almost 20 percent of these cases. The AP also discovered that, in many cases, teachers were simply allowed to leave the school without any formal discipline. Efforts by the offender, the school and even the parents in some cases, kept the abuse out of the public eye.

In some states, the AP found the reasons given for disciplining teachers were so vague it was nearly impossible to tell what actions lead to the discipline. Fellow teachers were also reluctant to turn in another teacher for a “hunch” and didn’t want to end a career in the process.

The report also found that many people simply deny the problem and the media can glorify some incidents, especially in cases where a female teacher has a relationship with a male student.

பின்னர் மைக் கமலிடம் வந்தது. அவர் பேசுகையில், பிரபு சாலமன் கடவுளை நம்புகிறவர் என்றனர். பாலா அறிவுதான் கடவுள் என்றார். இதெல்லாம் ஒவ்வொருவருடைய நம்பிக்கையை பொருத்தது. கடவுள் பெயரால் சண்டைகள் தேவை இல்லை. என்னை பொருத்தவரை கல்லை மட்டும் கண்டால் கடவுள் தெரியாது. கடவுள் மட்டும் கண்டால் கல்லே தெரியாது என்பதுதான்.

காலம் போகிற வேகத்தில் தமிழ் சினிமா திசை மாறி விடுமோ என்ற அச்சம் ஏற்பட்டது. ஆனால் மைனா போன்ற படங்களால் நம்பிக்கை ஏற்படுகிறது. இந்த படத்தை பார்த்து இரண்டு நாட்கள் தூங்கவில்லை என்று உதயநிதி ஸ்டாலின் கூறினார். எனக்கு சினிமா மேல் ஏற்பட்ட நம்பிக்கையால் நன்றாக தூங்கினேன்.

பெரிய படம் சிறிய படம் என்றெல்லாம் எதுவும் இல்லை. ரசிகர்கள் ரசிக்கும் படங்களெல்லாம் பெரிய படங்கள்தான். எது நல்ல படம், எது கெட்ட படம், என்பதை பகுத்திறிந்து அறிவது அவசியம். நல்ல படங்களை காப்பாற்ற வேண்டும். மோசமான படங்களை புறக்கணிப்பதும் நம் கடமை என்றார் கமல்ஹாசன்.
